Now imagine that the power of setting income tax rates is devolved not only to Scotland, England, Wales and Northern Ireland, but to the level of individual counties. Could the ultimate devolution work in Britain? Why not. It has worked in Switzerland for 150 years or so.
This is how it looks in practice. Imagine that Edinburgh or Glasgow could set income tax rates much lower than London to entice the financial business from the City! What a revenge to the vile Westminster elites it could be.
